And the Lord Allah quotes the parable: A city which was safe and secure, provision was coming to it in abundance from everywhere, but it denied the Favors of Allah; so Allah made it to taste the cloth of hunger and fear for what they were producing.
The city mentioned in this verse is Mecca which is the center of the earth. Messenger Ibrahim had prayed to the Lord to give provisions for his offspring at Mecca as explained in verses 2: 126-128 and 14: 37. Gradually the offspring of Messenger Ismael deviated from the Straightpath and became transgressors. And when they reached the brink of punishment, the Lord deputed the last Messenger Muhammad as explained in verse 3: 103. But the Meccan pagans rejected him and Adhikr just like the previous Messengers’ people did. So Lord made them test with famine just as He did it to the previous Messenger’s people as explained in verses 6: 42-44.
Adhikr is the Favor and Mercy of the Lord bestowed upon mankind. Any person who hides and rejects Adhikr after receiving It will be differentiated into different groups. They will be filled in Hell along with their Jinn soulmate altogether as explained in verses 11: 118-119. The believer who holdfasts the Lord by holding the Safeguard Adhikr will not be harmed as explained in verse 5: 48. See explanation 4: 155-159; 7: 96, 157-158, and 16: 45-48.
